အဓိပၸါယ္ေပါက္ေအာင္ ဘာသာျပန္ၾကည့္ထားပါတယ္
How often during my years under house arrest have I drawn strength from my favourite passages in the preamble to the Universal Declaration of Human Rights:

……. disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspirations of the common people,

လူ႔အခြင့္အေရးကို ပစ္ပယ္ျခင္းေၾကာင့္ ရိုင္းစိုင္း ရက္စက္ေသာ အျပဳအမူမ်ား ျဖစ္ထြန္းခဲ့ရၿပီး ၎သည္ လူသားမ်ိဳးႏြယ္စု၏ အသိတရားႏွင့္ခံစားခ်က္တြင္ နာက်င္ေပါက္ကြဲေစသည္။ လူ႔အခြင့္အေရးျပည့္ဝေသာ လူ႔ေလာက ျဖစ္တည္လာမွု ေၾကာင့္သာ လူသားမ်ား သည္ လြတ္လပ္စြာ ေျပာဆိုခြင့္ ႏွင့္ ယုံၾကည္ခြင့္ ကိုခံစားနိုင္ျခင္း ျဖစ္ၿပီး ေၾကာက္ရြံ့ျခင့္ (ႏွင့္လိုအပ္ခ်က္) မ်ားမွ ကင္းေဝးေရးသည္ လူသားတို႔၏အျမင့္ဆုံးဆႏၵ ဟုဆိုသည္။

…… it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law . . .

အကယ္၍ ဆိုးသြမ္းေသာအာဏာႏွင့္ ဖိႏွိပ္မွုမွ ကာကြယ္မွုရဖို႔ လူသားအဖို႔ ေနာက္ဆုံးေရြးခ်ယ္ရာအျဖစ္ လုပ္ရေတာ့မယ့္ ပုန္ကန္မွု အေျခအေနသို႔ တြန္းမပို႔ေစခ်င္ပါက လူသားတို႔၏ အခြင့္အေရးကို ဥပေဒစိုးမိုးမွုျဖင့္ ကာကြယ္ေပးဖို႔ လိုအပ္ေပသည္။ ၎သည္ မရွိမျဖစ္လိုအပ္ခ်က္ ျဖစ္သည္။
