ရန္ပိုင္| March 1, 2013ႏွစ္ေပါင္း ၂၅ ႏွစ္ၾကာ ရပ္နားထားခဲ့သည့္ လူရည္ခြ်န္ စီမံကိန္းကုိ အစုိးရသစ္ ပညာေရး ၀န္ႀကီးဌာနက ၂၀၁၂ – ၂၀၁၃ ပညာသင္ႏွစ္မွ စတင္ကာ ျပန္လည္ အေကာင္အထည္ ေဖာ္ေနၿပီ ျဖစ္သည္။
တႏုိင္ငံလုံးရွိ အ႒မ တန္း၊ န၀မတန္း၊ ဒသမ တန္းမွ ေက်ာင္းသားေပါင္း ၄၇၀ကုိ လူရည္ခြ်န္အျဖစ္ ေရြးခ်ယ္ထားၿပီး၊ အမည္စာ ရင္း ကုိ ၿပီးခဲ့သည့္ အဂၤါေန႔ထုတ္ အစုိးရ သတင္းစာမ်ားတြင္ ေဖာ္ျပထားသည္။ေရြးခ်ယ္ရာတြင္ တႏုိင္ငံလုံးရွိ ၅၂ ခရုိင္မွ ထူးခြ်န္ထက္ျမက္သည့္ ေက်ာင္းသားမ်ား၏ ပညာရည္ႏွင့္ ဗဟုသုတ အပါအ၀င္ ေရးေျဖ၊ ႏႈတ္ေျဖႏွင့္ ကာယႀကံ့ခုိင္မႈကုိ အေျခခံၿပီး ေက်ာင္း၊ ၿမိဳ႕နယ္၊ ခရုိင္ဟု အဆင့္ ၃ဆင့္ စစ္ေဆးၿပီးမွ ေရြးခ်ယ္သည္ဟု ပညာေရး စီမံကိန္းႏွင့္ ေလ့က်င့္ေရး ဦးစီးဌာနက ဆုိသည္။အဆုိပါ ဌာန ညြန္ၾကားေရးမႉး ဦးဆန္းလြင္က“လူငယ္ေတြ တဦးကုိတဦး ခ်စ္ၾကည္ရင္းႏွီးမယ္၊ ခရီးေတြသြားရေတာ့ ေဒသႏၲရ ဗဟုသုတ ရေစခ်င္တာေၾကာင့္ ဒီစီမံကိန္းကုိ ျပန္စတာပါ”ဟု ေျပာသည္။ေရြးခ်ယ္ခံ လူရည္ခြ်န္ ေက်ာင္းသားမ်ား၌ အ႒မတန္း ေက်ာင္းသားမ်ားကုိ ပုဂံ-ပုပၸားေဒသ၊ န၀မတန္း ေက်ာင္းသားမ်ားကုိ ရွမ္းျပည္ ေတာင္ပုိင္း အင္းေလးကန္ ေဒသတ၀ုိက္၊ ဒသမတန္း ေက်ာင္းသားမ်ားကုိ ဧရာ၀တီတုိင္း ေငြေဆာင္ကမ္းေျခသုိ႔ အပန္းေျဖ ခရီး သြားေရာက္ကာ ေနျပည္ေတာ္၌ စခန္းသိမ္းပြဲ ျပဳလုပ္မည္ ျဖစ္သည္ဟု ဆိုသည္။

ယခု စီမံကိန္းကုိ ၁၉၆၄ ခုႏွစ္ ေတာ္လွန္ေရးေကာင္စီ လက္ထက္ ဆုိရွယ္လစ္ေခတ္ ပညာေရးစနစ္ လူရည္ခြ်န္စီမံကိန္းအတုိင္း ျပန္လည္ အေကာင္အထည္ ေဖာ္ျခင္း ျဖစ္ေၾကာင္း သိရသည္။

ဆုိရွယ္လစ္ေခတ္ လူရည္ခြ်န္စီမံကိန္းမွာ သတၱမတန္းမွ စတင္ကာ တကၠသုိလ္တန္းမ်ားအထိ ေရြးခ်ယ္ၿပီး ရန္ကုန္ အင္းလ်ားေလး လူငယ္စခန္းမွေန၍ အင္းေလး ေခါင္တုိင္၊ ငပလီ ေရႊ၀ါခ်ိဳင္ လူရည္ခြ်န္စခန္းႏွင့္ စက္စဲ ေမာင္းမကန္၊ ပုပၸား၊ ျပင္ဦးလြင္၊ က်ိဳင္း ေတာင္း ေရတံခြန္ စသည့္ေဒသမ်ားသုိ႔ အပန္းေျဖခရီးအျပင္ ဗဟုသုတ ရရွိေစရန္ စက္ရုံ၊ အလုပ္ရုံ၊ ေက်ာင္းမ်ားကုိ ေလ့လာေရး ျပဳလုပ္ ေစသည္။

ထုိစဥ္က လူရည္ခြ်န္မ်ားကုိ စစ္တပ္ပုံစံအတုိင္း တပ္ခြဲ၊ တပ္စုမ်ားဖြဲ႔စည္းထားကာ အထက္ေအာက္ အုပ္ခ်ဳပ္ေစၿပီး၊ ဦးထုပ္၊ လည္စည္း၊ အက်ႌအျဖဴႏွင့္ ေဘာင္းဘီရွည္ အစိမ္းေရာင္၊ ကင္းဗတ္ဖိနပ္ မ်ားကုိ ၀တ္ဆင္ေစသည္။

စခန္း သြင္းထားစဥ္အတြင္း အသိပညာ ဗဟုသုတ ရရွိေစရန္ စာေရးဆရာ၊ ကဗ်ာဆရာႀကီးမ်ား အစရွိသည့္ ထင္ရွားေသာ ပုဂၢိဳလ္ႀကီး မ်ားကုိ ဖိတ္ေခၚကာ ေဟာေျပာပြဲမ်ားလည္း ျပဳလုပ္ေပးသည္။

လူရည္ခြ်န္စီမံကိန္း စတင္စဥ္က ဘက္စုံထူးခြ်န္ထက္ျမက္သည့္ ေက်ာင္းသားမ်ားကုိ မွန္ကန္စြာေရြးခ်ယ္ႏုိင္ခဲ့ေသာ္လည္း ေနာက္ ပုိင္းတြင္မူ အုပ္ခ်ဳပ္သူ ပါတီ၊ ေကာင္စီ၀င္မ်ားႏွင့္ နီးစပ္သူမ်ားကို ဦးစားေပးေရြးခ်ယ္လာသည္ဟု လူအမ်ား၏ ေျပာဆုိေ၀ဖန္မႈမ်ားရွိခဲ့ သည္။

အေရွ႕ ဥေရာပ ဆုိရွယ္လစ္ တုိင္းျပည္တခုျဖစ္သည့္ ခ်က္ကုိစလုိဗက္ကီးယား ၏ လူငယ္ေက်ာင္းသားမ်ား ပုံစံအတုိင္း ဖြဲ႔စည္း ခဲ့သည့္ လူရည္ခြ်န္စီမံကိန္းသည္ ၁၉၈၈ ခုႏွစ္ေနာက္ပုိင္း စစ္အစုိးရ လက္ထက္တြင္မူ ဖ်က္သိမ္းျခင္းခံခဲ့ရၿပီး ယခု အစုိးရသစ္ လက္ထက္တြင္ ျပန္လည္အေကာင္အထည္ ေဖာ္ျခင္းျဖစ္သည္။

ေအးခ်မ္းမြန္မွ General Knowledge တြင္ေရးသားသည္႔ သတင္းအခ်က္ အလက္ကို မူရင္းအတိုင္း မ်ေ၀ေပးျခင္းျဖစ္ပါသည္

    There is sometimes unfairness in the system and some bias in the LYC selection committee at various levels. May I present my failure experiences as an example?
    After reading the LYC story of Nwe Nwe Tin (Sai Kham Leik’s wife) in the Mdy newspaper in 1965, I have a yearning to become a LYC and started to collect General Knowledge news including the not yet formed Lan Zin Lu Nge and its oaths etc. And I started to do regular exercises.
    Because I was a new student (transferred from Kingswood School Kalaw), I was placed in “B” class but not in the “Prestigious A class” in St. Peter’s High School, Mandalay. “A” class was meant for top grade students with good marks and children of the rich and powerful, the top strata of the town, Myomi Myo Phas only.
    We used to have a combined midterm or “Half Yearly examinations” in our school where all the ABC classes have to sit the common exam papers in the school hall, which is the most difficult examination in our school.
    In the seventh standard combined half yearly exam, our B class students were top of all classes and No 1 to 9th positions was all from our B class. I got first and the marks different from No. 2 is FORTY MARKS.
    But at the LYC selection which was held later, only three students from “A” class were chosen and sent to sit the Township exam. Only when they came back and were showing off their question papers at the school’s class corridor, I knew about the exam. When I looked at the exam questions, most of them were about Lanzin Lu Nge and others which I knew but those “A” guys had no clue at all and failed. That selection was done before nationalization of St. Peter’s Mission School, so it was under the Christian Missionary: foreigners Father/Director, brothers and local teachers were the school administrators.
    Next year in 1966 Than Win and I had a chance to sit the exam and we both were selected.
    Next year in 1967, I failed just because I failed to concentrate on my academic studies and could not score good marks.
    I was not academically at the best as I had a lot of extra-curricular activities: Tennis, football, volley ball, swimming classes, drawing classes, School council activities etc. in the school. And as a LYC invited to many Mandalay activities. Than Win and I had to hold flags marching in front of our St. Peter’s Band everywhere at ceremonies even welcoming the winning teams of Mandalay Division sports competitor in the National Tournaments, at the Railway Station. Thin Thin Lynn and I had to go for whole Burma Student Festival and sports opening rehearsal at Ba Htoo Football Stadium to raise the National flag. It was shown by Information Ministry’s (Pyan Kyar Yae) movie trailer clip before showing movies at the cinema.
    So it was my fault that I did not do well in that examination and the LAST High School Final or 9th std examination in 1967. Just on the lighter view, another decade later only, I found out that my future father-in-law, U Than was in that examination board as a Township Education Officer.
    Dr Than Win and I got the next year LYC in 1968, He was nine std and I was in 10th. Std.
    At the First MBBS Jr. in 1969, although I got the very good marks in the class exams in every subject (and managed to score distinction in 5 subjects in the final examination) it was not counted by LYC selection board of Institute of Medicine Mandalay. My total marks of Number 2nd in entrance to IMM was also not considered. The official position was determined by ILA system (sorry I forgot the name). I was 13th. according to that calculation and was even not chosen to sit the LYC entrance examination. Only 10 persons were chosen.
    But I got the LYC 3 times again in 70, 71 and 72.
    So I missed or failed 3 times, once was my fault but on another two occasions I was out of the race, not even allowed to sit the LYC selection examination because of the faulty rules and regulations or some bias in the school authorities. But I have to admit that even if I were allowed to sit the examinations, I am not sure whether I would be able to pass those exams.
    Anyway even if I were given a chance to use a time machine to live my life once again, I am so tired now…may be not sure whether I could even manage to repeat the achievements I had already got.
