The United Nations failed in its mandate to protect civilians in the last months of Rakhine’s bloody Riots, a leaked draft of a highly critical internal UN report says.

“Events in Rakhine mark a grave failure of the UN,” it concludes.

The Union government and Rakhine Governments  are accused of war crimes in the brutal conflict which ended in May 2014.

The UN’s former humanitarian chief, John Holmes, has criticised the report.

Mr Holmes said the UN faced “some very difficult dilemmas” at the time and could be criticised for the decisions it had taken.

Next May, Singapore will be reviewed by the United Nations (UN) Working Group on the Universal Periodic Review (UPR) in Geneva.

The UPR is a unique process which involves a review of the human rights records of all 192 UN member states once every four years. It has been described by UN Secretary-General Ban Ki Moon as having “great potential to promote and protect human rights in the darkest corners of the world”.
