I have proposed UNHCR a similar BUT much better and wider plan for all the refugees around the world, about 5-6 years ago.
I sent through e-mails, registered posts and by-hand to one of the Malay lady officer who visited my clinic.
They never show any interest nor any response at all. Seem to fall on deaf ears and there was a deafening silence from the UNHCR.
Shame to you UNHCR officials!
I hereby wish to request my friends in high places or who have good connections, please forward my suggestion to the UNHCR HQ.
I will search and give the links of my proposal below as comments.

Treat domestic workers right – or they won’t come

Without ensuring the protection of rights of migrant workers, we cannot achieve sustainable employment. There is a global outcry which is now manifested in the ILO Convention on domestic workers.

Malaysia voted against it. As nations move forward to develop sustainability, Malaysia slides back, moving towards exploitation and practices of slavery. The government can no longer sustain this form of modern day slavery manifested in domestic labour. There must be respect for the dignity of the person, decent work ensured and work out a due diligence of process from recruitment, employment and return.
